i think we all spam a little, it's just natural. and my vote would be bubdog.

my vote was for lol22, not for post spamming, but lvl spamming... he made random "spamming" levels (and post too, though)

here's also lol44 who only spamed in the games, like in the word assocetion he might post:

I'm glad somebody notices. I'd say I have more good levels than any other user on Bloonsworld, though not as good as you guys would consider. Over 1,400 is my estimate. No fewer than that, I know; I had more than that when I started spamming.

also pekkum, he apams his levels and always rates it 9\10 even if there's 0 levels.

K Dub used to spam a lot. I told him to delete all of his spam levels, so he's clean for the moment.

Yeah I wasn't a fan of him either he started swearing at me becuase I said one of his packs was easy and it was but, of course he he said in the description that it was the hardest pack ever.

Oh damn pekkum was banned not good.... he did abuse someone once in PM's and they reported him and i talked to pekkum and cleared it over a mod might have read the report and thought he still did it so they banned him uh oh
